According to Football Insider, Leeds United have been told it will take at least £15 million to persuade the Canaries into a sale.
The Whites have had a verbal offer worth only £7 million rejected, which is a large gap in valuation to overcome by the end of the month.
Rowe was a key figure in Wagner’s side last season, registering 12 goals from 32 appearances in the regular campaign (all stats from Fbref).
The academy graduate quickly became a fan favourite with his performances, particularly the brace he scored against bitter rivals Ipswich Town in December.
